Projects of Regional Significance

The LIRPC continues to identify, designate, monitor and advocate for “Projects of Regional Significance” as determined by the adopted criteria as described herein.

“Projects of Regional Significance” are projects which can potentially affect the quality of life for Long Islanders in a regionally significant way in areas of economic development, housing, transportation, energy, environment, education, public health, emergency preparedness and social and economic equity.

Specific guidelines for criteria for such projects are as follows:

Economic Development – Projects projected to be in excess of $100M in Capital Costs.
Housing – Projects which will produce a minimum of 50 units of next generation/work force or affordable housing units.
Transportation – Projects which can significantly affect mass transit on Long Island or projects which will significantly affect traffic on a multi-town basis.
Energy – Projects which can significantly contribute to Long Island’s future energy or power supply or projects which can significantly reduce Long Island’s dependence upon foreign oil.
Environment – Projects which can significantly reduce the environmental impact of a source of pollution on a multi-town basis.
Education – Projects which can significantly affect the quality of education for five (5) or more school districts or two (2) or more identified poor performance districts.
Public Health – Projects which can significantly improve the quality of health or health care for 5% or greater of Long Island’s population or a significant percentage of the Island’s poor or underinsured population.
Emergency Preparedness – Projects which can significantly improve the overall safety of Long Island’s population or its communication capability for responsiveness to events which can endanger a significant percentage of Long Island’s population.
Economic Equity – Projects which can significantly improve the economic standing of Long Island’s poor or underserved population.
Social Equity – Projects which can significantly improve social equity and support social diversity of Long Island’s population.

 

Projects designated as “Projects of Regional Significance” by meeting any of the aforementioned criteria may be monitored by the Long Island Regional Planning Council on a continual basis with input provided by the Council as needed to expedite the review process so that a timely resolution and approval of such projects, if warranted, can be achieved.

To assist the Council on determining a “Project of Regional Significance”, information will be provided by staff for review by the Council in the form of a Staff Report.

A “Project of Regional Significance” will be designated by resolution of the Council, following Council review of the Staff Report and an opportunity for the public to be heard at a meeting of the Council.
